Uluslararası Öğrenci Kontenjan Sınırlaması Kaldırıldı
Yükseköğretim Kurulu (YÖK) tarafından, ülkemizdeki yükseköğretim kurumlarının yurtdışından öğrenci kabul kontenjanları ile ilgili yeni bir karar alındı.
Buna göre; Yükseköğretim Kurumları Sınavı (YKS) kılavuzunda yer alan “ programların kontenjanlarının en fazla P’sine kadar yurtdışından öğrenci kabul etme sınırlaması” ortadan kaldırıldı. Bu yeni düzenleme Devlet–Vakıf bütün üniversiteler için geçerli olacak.
Bundan sonra üniversitelerin program bazında yurt dışından öğrenci kabul kontenjan talepleri, her eğitim ve öğretim yılı başlangıcından önce belirlenecek bir tarihe kadar bu kısıta tabi olmadan Yükseköğretim Kurulu’na bildirilecek. Bu talepler YÖK tarafından değerlendirilerek, karar verilecek ve üniversitelere duyurulacak.
Tıp ve Diş Hekimliği programları için bazı istisnalar var
“Tıp ve Diş Hekimliği programları” içinse bu alanların özelliklerinden dolayı bazı istisnai şartlar getirildi. Bu iki programın yurt dışı öğrenci kontenjanı, YKS Kılavuzundaki bir önceki yıla ait kontenjanının P’si ile sınırlandırılıyor. Bununla birlikte belirli koşulları ve kriterleri sağlayan üniversiteler, uluslararası öğrenciler için” ayrı bir sınıf açarak” bu iki programa bu oranın üstünde de öğrenci kabul edebilecek. Bu ayrı sınıf için gerekli staj ve klinik uygulamalar, laboratuvarlar ve teçhizatlar için yükseltilmiş belli şartlar ve mekan kriterleri aranacak, ayrıca vakıf yükseköğretim kurumları için bir önceki yılın denetleme raporu ve müeyyide uygulanıp uygulanmadığı da dikkate alınacak. Devlet ve Vakıf üniversitelerinde açılan bu ek sınıflar her yıl en az bir kere denetlenecek.
Yapılan açıklamada Tıp ve diş hekimliği için bu istisnai şartların getirilmesinin gerekçesi olarak; geçmiş yıllara bakıldığında bir sınıfta bulunan Türk öğrencilerden daha fazla yurtdışı öğrenci talebinin en çok bu iki program için söz konusu olduğu, dolayısıyla ilgili sınıftaki Türk öğrencilerin bu sınıflarda uluslararası öğrencilerden daha az sayıda olmalarının bu öğrencilerimizin nitelikli eğitim almalarını riske sokabileceği gösterildi.
Ayrıca bu iki programın dışında kalan diğer programlar için de eğitimin niteliği ve alt yapı bakımından değerlendirme ve denetlemelerin yapılacağı ifade edildi.

Konuyla ilgili YÖK Başkanı Yekta Saraç bir açıklama yaptı:
“ Kaliteden ödün vermeden ülkemizi yükseköğretimde bir cazibe merkezi haline getirmek için adımlar atıyoruz, başarılı sonuçlar alıyoruz.”
“Ülkelerin yükseköğretim kurumları arasında tesis edilecek olan akademik ve bilimsel işbirlikleri, bilimsel araştırmaların düzeyini yükseltmenin, insan kaynaklarını geliştirmenin ve toplumsal kalkınmayı sağlamanın önemli araçlarından biridir. Bundan dolayı “Yeni YÖK” olarak, ülkemiz yükseköğretiminin uluslararasılaşmasına büyük önem veriyoruz.
YÖK’te “Uluslararası İlişkiler Dairesi Başkanlığı” ilk olarak bu dönemde kuruldu
Yine Türkiye’de ilk defa “Yükseköğretimde Uluslararasılaşma Strateji Belgesi” hazırlanıp kamuoyu ile paylaşıldı. Bu belgede ortaya koyduğumuz hedefleri gerçekleştirmeye yönelik adımlar atıyoruz ve başarılı bir süreç sürdürdüğümüze inanıyoruz. Nitekim kamuoyu ile paylaştığımız sonuçlar da bunu gösteriyor.
Bu başarı ciddi bir gayretin ürünü. YÖK’ün kuruluşu olan 1982 yılından 2014 yılına kadar geçen 32 yılda 15 ülke ile ilgili bakan ve YÖK Başkanı düzeyinde yükseköğretim alanında işbirliğine yönelik mutabakat zaptı imzalanmışken, son dört yılda bu yönde imzalamış olduğumuz mutabakat zaptı sayısı 34’e ulaşmıştır. Bir başka ifade ile “son dört yılda imzalanan mutabakat sayısı 32 yılda imzalananın iki katını aşmıştır. ” Bu protokoller sembolik faaliyetler değildir; ülkemize gelen öğrenci sayısını artmasında en önemli faktördür. Komşu ülkelerde az sayıda tanınan üniversitelerimizin tanınırlığını girişimlerimizle sürekli artırıyoruz. Afrika ve Balkan açılımlarımız da önemli sonuçlar doğuruyor.
Ayrıca, 15 Temmuz hain darbe girişimi sonrasında, ülkemizdeki büyükelçilerle yapmış olduğumuz yoğun toplantılar, ülke ziyaretleri ve ikili görüşmeler neticesinde Türk Yükseköğretimine olan güven ve ilgide de hamdolsun bir azalma yaşanmamış, artış çizgisi yükselmeye devam etmiştir.
Bundan 4 yıl önce 40 binli rakamlarda olan ülkemizdeki uluslararası öğrenci sayısının bugün 148 bin’e ulaşmış olması Yeni YÖK’ün izlediği bu uluslararasılaşma politikasının açık bir başarısıdır. Üniversitelerimizle koordinasyon halinde uluslararası öğrenci çekme bağlamında son yıllarda yıl ölçeğinde yakaladığımız artış oranlarının, Batı Avrupa ülkelerinde bile benzeri görülmemekte. Bu rakamlarda sadece bir artış değil, adeta bir sıçrama yaşanmıştır. Bu gurur tablosunun arkasında ciddi bir planlama ve gayretin olduğunun altını çizmek isterim.
Daha önceki dönemlerde olmayan ve Yeni YÖK olarak “yeni” olarak kurguladığımız öğrenci ve öğretim üyesi değişim programı türlerini sisteme sokmamız, ortak diploma mevzuatını güncellememiz, yine daha önce örneği görülmeyen “yeni” tür burs programlarını hayata geçirmemiz, nitelikli yabancı uyruklu öğretim elemanlarını çekmeye önem vermemiz yabancı uyruklu öğrenci sayısındaki büyük sıçramanın diğer amilleri arasındadır.
Devlet – Vakıf bütün üniversitelerimiz
için yurt dışı öğrenci kontenjan kısıtının kaldırılmasına yönelik aldığımız bu karar da bu sürece büyük katkı sağlayacaktır. Bu süreç devam edecek ve önümüzdeki günlerde uluslararasılaşma konusunda önemli bir adım daha atacağımızı söylemek isterim.
Son olarak konu ile ilgili şunu ifade etmek isterim ki; “Yeni YÖK” olarak ülkemizi yükseköğretimde bir cazibe merkezi haline getirmeye çalışırken, bunu kaliteden ödün vermeksizin gerçekleştirmenin ne denli önemli olduğunun da çok iyi bilincindeyiz. Bu kapsamda yükseköğretimdeki kalite odaklı pozitif algımızın negatife çevrilmemesine de dikkat etmemiz gerektiğini biliyoruz.”
